A good news the skilled migrates to Australia. Now from November 2014 , Australian department of immigration is accepting other English assessment test like TOFEL , PTE etc. The comparison chart for the same is as bellow.
A summary of test score equivalencies for all English language tests accepted by the department from November 2014 is provided below. Test scores from the TOEFL iBT and PTE Academic tests will be bench marked against the IELTS equivalent score for each English language proficiency level (Functional, Vocational, Competent, Proficient or Superior).
Note: Cambridge English: Advanced (CAE) test score equivalencies will be available from January 2015.

your eligibility can be assessed based on your qualification and experience. with just qualification, you cannot apply for Australian PR in your case.
